Operate in $R_q = \mathbb{Z}_q[x]/(x^N - 1)$. Choose $N$, $p$, $q$ with $\gcd(p,q)=1$ and both prime so polynomial inversion is well-defined. Defaults are the toy parameters of upstream Ch 48.
